SINAG Online Privacy Notice

Effective October 14, 2026 · Public e-Services for participating barangays and LGUs

This Privacy Notice explains how personal data is processed through SINAG Online, a digital service platform intended for participating barangays and local government offices across different municipalities and cities, including LGUs in Iloilo Province. It supports compliance with Republic Act No. 10173 (Data Privacy Act of 2012), its Implementing Rules and Regulations, and applicable National Privacy Commission issuances.

1. Personal Information Controller and platform roles

For a particular government transaction, the participating barangay or LGU office is responsible for receiving, evaluating, approving, issuing and retaining the public-service record according to applicable law. SINAG Online provides the SINAG Online platform and related synchronization, hosting and technical services under the applicable deployment and data-processing arrangements. Platform privacy inquiries may be sent to privacy@sinag.lgu.info.

2. Personal data processed

Depending on the service, SINAG may process your legal name components, date of birth, age, civil status, citizenship, address, email, mobile number, requested certification, purpose, selfie/photo, proof of payment, transaction and status information, verification information, audit records and the resulting certification/PDF.

3. Purpose and lawful processing

Data is processed to receive and validate requests; verify identity, residency or eligibility; review payment proof; communicate status; prepare, approve and release certifications; synchronize authorized SINAG systems; prevent fraud or misuse; maintain necessary audit and records-management information; comply with legal obligations; and protect lawful rights. Processing must rely on an applicable lawful basis under the Data Privacy Act, including consent where required and processing necessary for lawful public authority functions.

4. Transparency, legitimate purpose and proportionality

SINAG is designed to collect information that is relevant and reasonably necessary for the requested service. Participating offices should not use submitted information for unrelated purposes without a separate lawful basis and appropriate notice.

5. Access and disclosures

Access is limited to authorized personnel of the participating barangay/LGU, authorized SINAG administrators or support personnel where technically necessary, and lawfully engaged service providers such as hosting or email infrastructure providers. Information may also be disclosed when required by law, lawful order, audit requirement or competent government authority. SINAG Online is not intended to sell personal information or use public-service request data for unrelated advertising.

6. Security

Reasonable organizational, physical and technical safeguards are used according to the nature of the data processed. Public certificate tracking requires both the transaction number and the registered email address or mobile number. Users should protect their transaction credentials and use trusted devices and networks.

7. Retention and disposal

Personal data is retained only for as long as reasonably necessary to complete the service and satisfy applicable government records-retention, audit, legal, accountability, dispute-resolution and security requirements. Retention periods may vary by participating LGU and record type. Records should be securely disposed of, anonymized or archived when continued retention is no longer lawful or necessary.

8. Data-subject rights

Subject to applicable legal limitations, data subjects may exercise rights recognized under the Data Privacy Act, including the rights to be informed, access, object, correct inaccurate information, and seek erasure/blocking or other remedies when legally available. Concerns may be raised with the relevant participating LGU privacy contact or Data Protection Officer and, where appropriate, the National Privacy Commission.

9. Accuracy and authorized submission

Users must provide accurate information and upload only photos, documents or personal data they are authorized to submit. Additional identity, residency, guardianship or authority verification may be required before a government record is issued.

10. Updates to this notice

This notice may be updated when legal requirements, system features, processing activities, participating LGU arrangements, service providers or safeguards materially change. The effective date above identifies the version presented to users.

Participating LGUs should configure their own Data Protection Officer/privacy contacts, records-retention schedules and deployment-specific legal bases in accordance with their policies and applicable law.
